Allan Gibber, a principal with Neuberger, Quinn, Gielen, Rubin & Gibber, P.A., heads the firm's Estates & Trusts Group. Widely known as one of Maryland's most knowledgeable authorities in the areas of probate and trust administration, estate and trust litigation, estate and gift tax law, estate and successor planning, and wills and trusts, Allan regularly advises individuals, families and charitable organizations.

As the author of Gibber on Estate Administration, a treatise first published in 1978 and now in its seventh edition, Allan's insights on the law have guided countless Maryland estates and trusts practitioners. He is a regular lecturer on estate planning and estate administration. Allan also has testified as an expert witness before a number of Maryland Orphans' Courts and Circuit Courts and has been cited as an authority in opinions handed down by various appellate courts.

In 2014, Allan was one of 26 Maryland lawyers and judges honored with The Daily Record's prestigious "Leadership in Law" award. He has been honored by Best Lawyers since 1993 in the area of Estates & Trust Law and has been included in Maryland Super Lawyers since 2007. Allan is also a fellow of the American College of Trusts and Estates Counsel.

For more than four decades, Allan has guided clients throughout every phase of estate and trust planning, administration and execution. Experienced in both traditional and complex, sophisticated matters, Allan also counsels clients on income tax planning, asset protection planning, offshore and domestic trusts, and prenuptial agreements.

Additionally, Allan's broad practice encompasses:

  • Estate and succession planning for high-net-worth clients with significant business holdings, families with moderate wealth, young families with minor children and single professionals
  • Probate for estates in Maryland and ongoing trust supervision and administration
  • Estate, gift and generation-skipping transfer tax planning, compliance, audit and tax return preparation
  • Preparation of fiduciary income tax returns for estates and trusts
  • Creation and administration of guardianships for minors and disabled adults
  • Litigation of will contests, breaches of fiduciary duty, and wealth transfer disputes involving trusts and improper administration of estates and trusts
  • Business succession planning as well as LLC, partnership and corporate planning
  • Formation of charitable organizations and foundations, application for exempt status, tax compliance and ongoing administration

Allan earned a J.D. with honors from the University of Maryland School of Law and completed his undergraduate studies at Johns Hopkins University, earning a B.S. degree. He also holds a Bachelor of Talmudic Law degree from Ner Israel Rabbinical College where he was ordained. An acknowledged leader in the Orthodox Jewish community, Allan is the former chairman of the board of the Talmudical Academy of Baltimore, a former board member of Shemesh, and sits on the Jewish Hospice Advisory Committee at Gilchrist. Allan is active in local and Maryland state bar associations and serves as a consultant for the Probate and Fiduciary Rules Subcommittee of the Maryland State Bar.
